Mission, Vision and Objectives


NWSSTC has internalized alliance building, innovation and change as the modus operandi of HRD in WATSAN sector. It is not limiting itself in knowledge imparting training enterprises rather it is committed to serving as a center of excellence to organize workshops, seminars, orientations, on the job training, training of trainers study visits, brainstorming

exercises, interaction meetings, etc. to teach, aware and sensitize the stakeholders for promotional action in the sector. It has adopted interdisciplinary approach in HRD so as to generate technically and professionally competent human resources with pragmatic vision, approaches and methodologies. Following the latest pedagogical methods of HRD, NWSSTC emphasizes on pragmatic implementation of what the participants internalize, rather than stuffing them with theoretical complexities and jargons. NWSSTC aims to create a very amiable environment where learning and sharing  becomes a passion rather than a burden. NWSSTC expects continuous suggestions from the concerned professionals and experts to garner more strength and pave way to future productivity.

It has been envisaged that NWSSTC be the resource not only of DWSS but of WATSAN sector as a whole. An emerging need of HRD for achieving  National Goal and Millennium Development  Goal in  WATSAN and inevitably of  sharing knowledge, expertise and experiences with the stakeholders have become the key elements that have entrusted the NWSSTC  with the added responsibilities to be furnished. NWSSTC has achieved a big impulse to work with new vision, mission, perspectives and dimensions based on the philosophy of “Human Resource as the Driver”,  “Partnership as the Engine” and “Information as the Fuel” to h

elp stakeholders promote sustainable WATSAN activities. Enriched by 25-year of professional experiences of WATSAN sector and the continuous technical backstopping of its competent staff have further  strengthened the technical and institutional capacity of NWSSTC for meeting the emerging national requirements and coping with the growing global concern in the sector.

Based on the vision and mission, NWSSTC has set a broader objective of empowering  the human resources in WATSAN sector  to support national development. The specific objectives are as follows:

  • To work as a resource center and satellite station to collect and share information on national and international levels and work as the center of excellence for information & knowledge management and promoting training skills to capacitate the stakeholders through networking.
  • To assess the HRD needs on the basis of experiences of stakeholders to develop short term and long term HRD plan to support WATSAN sector.
  • To undertake research and development activities on thematic issues and develop training modules, packages, manuals and IEC materials, program modalities, etc with due focus on environmental, socio-cultural and economic aspects and technologies for capacity development of stakeholders are different levels.
  • To empower communities to develop and implement water quality monitoring and surveillance program.
  • To build knowledge, skills and attitude of the stakeholders by exploring their identity, recognition and self-esteem towards action through proper HRD activities.
  •  To capacitate and sensitize the stakeholders for ensuring participation, gender sensitiveness, equity, ownership, transparency, group dynamism, institutionalization and sustainability of WATSAN activities.
  • To make its physical facilities available on hire and conduct trainings and seminars, providing consultancy services and undertaking research activities.
  • To conduct professional trainings on management and development of WATSAN program for career development and promotion of the professional and sub-professional staff of the Government and Private Sectors.
  • To develop the capacity of other training institutions to works under the umbrella of NWSSTC to meet the HRD need of the nation and create the job opportunities.
